Pre-ACA Plan Selection

The ACA was intended to improve the purchase experience for individual purchasers, giving them more choices, more affordable choices, and standardized products that would be easier to compare.  Given the rocky start of the exchange websites in much of the country, it is not clear if the intended improvements in purchase experience are being realized under the ACA.  Yet, even before the ACA and troubled exchanges, consumers have had a difficult time choosing a health plan. Results from The 2013 Consumer Engagement in Healthcare Survey provide an interesting perspective about how well the plan selection process worked for consumers prior to the recent ACA implementation. Read more
